I see you question whether starch should be boiled and you are using
laundry starch. When I made my extruded char briquettes, through a
meat mincer, I boiled some potato peelings and sieved them, using the
liquid from this to bind the char, similarly when making papier mache
we boiled flour and water to make the glue.

On the char briquette experiment I also added varying amounts of
glycerol, left over from a friend's biodiesel making.
