Well, you would think that dry straw would end up getting wet, anyhow.

For the life of me, I can not recall the reason for the straw. I know
people use it with plastic drain tile, so that the small holes do not
allow dirt into the pipe. In time the dirt plugs up the pipe. But that
would not apply here.

Maybe for water drainage? But I would think that it would trap water.

Maybe plastic was placed over the straw to help keep it dry??

Maybe it was just bad advice.....
