The cost depends on the specifics of the required study. A well specified 
project, of reasonable size,with proven technology from "off the shelf", 
could cost 1%. On the other hand, a smaller project, not clearly defined, 
with unproven technology, perhaps requiring travel or test work, could cost 
much more than 5%.
