You can think of the floor as a black body putting out inrared
electromagnetic radiation. Think of the insulation as a barrier. It does
not absorb but reflects back into the floor. On the other side, you have
air, where the IR or heat waves are dissipated.
Insulators are materials that do not conduct.
This is on the macroscopic level. On the micrsopic, the explanation
becomes even more interesting!
