Hey Tom -- you better through this Url in the Charcoal bin (I mean site) as
it is quite descriptive.
Basically -- it is a partial steam reformation gasification process. If you
ran it to completion you would end up with very high quality synthesis gas.

As example:
Activation: Activation was carried out in a fluidised bed reactor at
900-11000C in presence of either steam or carbon dioxide (CO2).
That makes this subject very gasification list current --- in case you have
been wondering just what to do with the fluidized bed gasifier you built
ten or so years back --- here you go!

Abstract
Activated carbon adsorption is an effective means for reducing organic
chemicals, chlorine, lead, and unpleasant tastes and odours in effluent or
coloured substances from gas or liquid streams. Typically for activated
materials, surface areas range from 500-1400 m2/gm. Adsorption can be
classically defined as absorption on the surface of the material due to
capillary condensation inside the multitude of pores/active sites
available. Because organic chemicals are often responsible for taste, odor,
and colour problems, activated carbon filtration can generally be used to
improve such impurities.
The NMBA, in association with the Department of Chemical Engineering of
IIT-Bombay, has carried out an investigative study on converting waste
bamboo (for three commonly occurring species) to produce usable activated
carbon.

Steam Activation
This technique is generally used for the activation of coconut shell and
bamboo, subsequent to carbonization. The charcoal is activated by reaction
with steam at a temperature of 800-1100oC under controlled atmosphere in a
fluidized bed reactor to facilitate uniform heat distribution and improved
gassolid contact. The reaction between steam and charcoal takes place at
the internal surface area, creating more sites for adsorption with
liberation of gases such as H2, CO2 and CO.
Initially, gasification of the carbonized material with steam occurs and
the following reaction, known as the Water-Gas reaction, takes place :
C + H20 -> CO + H2 -175,440 kJ/(kg mol)
This reaction being endothermic, temperature is maintained by partial
burning of the CO and H2 formed, as follows :
2CO + O2 -> 2CO2 +393,790 kJ/(kg mol)
2H2 + O2 ->2H2O +396,650 kJ/(kg mol)
