A solar dryer or solar kiln should work just as well
when it gets cold.  Maybe even better since the air
will tend to be dryer in the first place.  Drying
things out is all about the difference in relative
humidity.  Raising the temperature of the air just a
little bit will usually lower the RH considerably. 
Get your hands on a psychrometric chart and you'll see
why.  Don't waste too much energy drying your stuff.
