Ken, I don't know about England, but in the US it is quite common to
find STEAM boilers in older homes. I DO know the difference. My parents
home has one, I owned a house in Minnesota with steam heat, which also
had steam domestic hot water that would literally burn the skin off you
if you weren't careful.
And, for that matter, I've noticed that a fair number of hot-water
boilers for home-heating that I've worked on are actually built to do
either steam or hot-water just by a change in thermostats, likewise the
older cast iron radiators were dual purpose as well.
And frankly, I found the best policy in dealing with all those
Big-Brother "let's be ultra-safe" regulations is to simply ignore them.
Who's going to enforce them? Is someone going to come around my farm and
look for a steam engine? Hardly. We don't even let anyone from the city
or utility companies into our basement in our town house to snoop around.
