Not so inexpensive as you might think.  They need to be exceptionally balanced. While considering just such a thing I found this;

$1500-2500 for a "reasonable expectation" of 1/4 hp is not my idea of inexpensive.  If you can do a lot better by all means go for it.

By far the simplest turbine to build would be the Tesla turbine. the disks could be cut? to your design reasonably cheaply by water jet. the housing , no more difficult to make than a down draft gasifier.
in fact you might consider combining the two. I believe small discs are available inside old hard drives
made of ceramic.You will find one of these demo'd on the web.
I could buy time on a plasma cutter to make 40 discs in 1/8" stainless. quite cheap!

  Look at the design for a single stage steam turbine...larger diameter rotor 
and less rpm. If one were to make a turbine that is a 16" diameter rotor or 24" 
diameter, then torque would significantly alter the useful work available from 
the turbine.  Efficiency may not change from the 25% range, but a more suited, 
direct combustion turbine that extracts useful work is possible.   
   
  I will be happy to talk with anyone about how some off the shelf, junkyard 
components  could form a rotor and housing.  This could make a single stage 
prime mover or electric generator but with less rpm issues, producer and syngas 
fired or multi-fueled.
