Dear Mike and Rob

Presumably, Chernobyl was included in "Russia".

The next question is one of "defining the envelope." If we deal with 
"Nuclear Power Plants", then deaths from Atom Bombs and Uranium Mining 
don't count.

If we "enlarge the envelope" to include all deaths from anything 
associated with Nuclear Power Production, then in fairness, we should 
include all deaths associated with Coal Power Production. This would not 
includeActs of War, such as Hiroshima and Nagasaki. Such peripheral 
deaths would include:
* Radon poisoning from coal fired power plant stacks.
* Mercury poisoning from coal fired power plant stacks.
* Arsenic poisoning from coal fired power plant stacks.
* Deaths of coal miners producing the coal for coal fired power plants.
* Railroad and truck deaths hauling the coal for coal fired power plants.
* etc, etc.

There is a merit to broadening the argument. Perhaps the question posed 
should be "What technology provides electric power at the least total 
cost to Society?"
