That sawdust hill is a point source of pollution. The black-water coming from it is so high in BOD that it contaminates anything downstream. If you don't see the black stream coming from it, it's going into the water table. It's toxic, sucking the oxygen from what it touches. I've had to deal with the problem at some large mills and that residue is better made into energy, than poisoning the water supply. Every old mill site and existing mill should have it gasified for energy, not left to decay.
