[Gasification] CO2 recycling

  What then is the highest and best use for gas that has maximized H and CO?  
    
  It was interesting to note Jim Mason's comment about energy input taking 20% more thermal energy than steam to convert CO2 into 2 CO.  Is the energy from CO recombination with O then, recoverable energy? Would the end product, CO2, be useful, because as an exhaust...seems to be contrary to reduction of greenhouse gas.  
   
  This brings me to weighing what gas is the most useful, gas with higher ratio of CO or H.  By processing more water at a 1650f plus temp. the energy would be available more as H and recombine to H2O, a more agreeable byproduct and as steam still contains 970 btu of energy given up when condensed.  So it appears that the advantage in converting the stored energy of the fuel into a hydrogen is the emissions.  A higher ratio of hydrogen to CO then makes sense as a targeted product of gasification for an IC engine that generates electric but only if the steam being exhausted is used to avoid a purchase cost for a heat requirement.     
   
  Please correct my reasoning or otherwise comment.
