H2O certainly does break down in a plasma.and would re-combine if there were nothing else to combine with.

If we throw some carbon into the reaction,  (charcoal will do) we will get. WHAT?

Um, excuse me but you need to check out the junk science this came 
from.  Water (H2O) does not break down in the atmosphere.
