Actually this might be more feasible than it 1st appears. If this idea is coupled with artificial marsh wastewater treatment the multiple use may permit such a scheme to be viable.

That’s one idea Harmon.
Converting X million semi-urban acres into cattail producing environments
might be a little disruptive to the current and planned local land uses. I
could be wrong but I bet it will be easier to grow and harvest 5 million
acres of switchgrass or some type of herb biomass than procure land, permit
and construct a million acres of cattail ponds...though I like cattail
ponds.
