Thank you. I believe my paper is relevant to their search for a methodolgy of 
project evaluation which incorporates ecological factors. Outputs which have 
no market price but which do have an ecological impact [ postive or negative ] 
may be considered as outputs with positive [ or negative ] "shadow prices".

In fact, there is a group of ecological economists centered on the U 
Heidelburg in Germany, which coming from a very different place than I do [ 
mathematically speaking ] argue that all production is joint production, because all 
production has ecological impacts. They have devised a methodology of their own 
for dealing with this. However, in the final analysis, we are very close in 
spirit if not in the numbers which we might obtain, in the course of a project 
evaluation !   

I will send a copy of my paper to Ortega with the links to Heidelburg in the 
next week or so.
