Lands prices hike from 2.000 to 20.000 dollars an hectare in five years. Now is possible only in wetlands to produce energy raw materials. 
In this list we say about doctor Richard Haard studies to use cattails in energy processes . Both; wet and dry systems to obtain fuels.
  Is very important US Army Corps of Engineers intervention because is not only an techical problem also "non administrated areas or non governed regions" dilemma of InterAmerican Joint of Defense.
