Directive 2003/87 on CO

 not need to be taken into account for the purposes of the
Spanish government’s national allocation plans. The result,
in Royal Decree 1866/2004 of 6 September adopting the
2005-2007 National Allocation Plan for emission rights,
was 
 ELCOGAS
 ’s exclusion thanks to its being an installa-
 tion used for research, development and testing of IGCC
technology.
It is also worth noting that on 22 September the Directorate
General for Energy Policy and Mines issued a resolution
establishing the new net installed capacity of 
 ELCOGAS
 ’s
 "IGCC power plant (296.44 MW) as a result of the 100-
hour test performed in December 2003.
The financial year 2004 ended with a negative operating
result due chiefly to the change in the law as a result of
which coal bonuses are received for actual consumption
rather than for acquisition, and a failure in the gas turbine’s
main transformer causing a sharp drop in IGCC outp"
