The four hidden costs which I have identified in Puerto Rico are   >>

[1]     The evironmental cost of burning a petroleum fuel, EVEN WHEN on 
complies with all the regulations in force. I estimate that this is AT LEAST 1.7 
cents per kWh.

[2]     The cost of an insurance policy against price spikes and supply 
cutoffs of petroleum fuels. This will vary from jurisdiction to jurisdiction, but I 
estimate that for Puerto Rico, it is 29%. [ This is based on the typical 
spread between spot cargos and those lifted under long-term contract, when the 
supplier is in a "danger zone". ]

[3]     The cost of exports, jobs and new ventures lost because of high oil 
prices.

[4]     The cost to households and organizations of trying to manage their 
budgets when oil prices are fluctuaing and unpredictible.   For example, a 
drawdown of a line of credit to pay an extra-large energy bill when one is having 
cash-flow problems.

I estimate that the sum of [3] and [4] is AT LEAST 33% of [2].
