What you are describing is not natural ventilation, but nighttime 
ventilation cooling.
It's a residential economizer for nighttime cooling.
It was started by Butler (California HVAC Contractor), called Smart Vent 
(in house product?).
Davis Energy Group has been working with Butler to spread the technology.
They are using a hydronic air hander/fan coil with a ECM fan motor, and 
the Smart Vent.
It is going under the name Nightbreeze, and is still in pilot.
