You seem to be implying that is acceptable to pollute the rural areas because of the small proportion of particulates in comparison to urban areas.
A double standard, right? Sort of like if there are a group of people in a big room and I smoke a cigarette in the corner, and everybody else is in the opposite corner, it is alright?
Sounds to me as if your perspective is a little skewed...
