I sense that your underlying belief here is that 'we' should open up a 
dialogue with the plastics industry.

If so, I think you're right.  It certainly can't hurt  to  approach  
them and say  'this is what we need and what we want."  It might 
accomplish something.

The same can be said for meeting with the concrete industry, and so-on.
