I disagree. Tests seem to indicate that thermal performance of wall
systems pretty closely match the theoretical value obtained by
averaging R-value over the area covered. Thus, you can successfully
estimate, and reduce, heat loss for one area without worrying about
other areas.
Of course, in order to get good overall performance you need as much
insulation as you can get everywhere, but just because you have single
pane windows is no reason not put insulation in the walls. Replacing
the windows may be more economical of course (or not).
