[Greenbuilding] healthy modular classrooms and alternatives

Our Waldorf school plans on purchasing two modular classrooms for its kindergartens.  Parents are opposed due to the known detrimental effects of modulars on the health and wellbeing of its inhabitants.  Is it possible to create a healthy modular? And if so, how do we go about it?  Our primary concern is the health of the children and the teachers who will be in them all day.  

Also, are there any other healthy alternatives to modulars that would also be approved by our Los Angeles County building and safety department for use as  school classrooms?
