can anybody point me at a reliable source which studied the pros and cons, and putative savings, of window plastic, lowering the thermostat, etc.  the local utility company is apparently telling people that they don't save anything, even if you have drafty windows.  we have a lot of opinions flying around already, but I thought there was some actual hard number research out there.  if anyone can point me to it, preferably on line, it would be greatly appreciated.  thank you.
