[Greenbuilding] Solar in Austin area

We use solar panels on movable brackets, so their angle can be
adjusted twice a year. In summer we tilt them to improve their
orientation to the sun and shade more window. In winter we raise them
so the PVs see more horizon, and the windows get more sun. You can
raise and lower the angle whenever you like, such as May and October
for example, to match your heating/cooling load. In Berkeley we do it
on the equinox.
