I don't know the details of the bill, but the revenues may fund emissions
redux or offset programs; the fiscal incentive to reduce consumption may be
secondary.

By passing the cost onto consumers, the voters have shot themselves in the 
foot ...er., feet.   They pay the tax and the utility has no incentive to 
undergo retrofit to reduce emissions.   If the current electric bill (so to
speak) 
doesn't motivate consumers to conserve, a bit extra won't either.
