     It reflects radiant heat if there's an air space, and if it 
doesn't get covered in fine dust.  When something is right up against 
it, particularly something which slumps to fill any voids, there's no 
radiating going on (just conduction), and thus no advantage to foil. 
Also, if the foil faces up, it's very likely to get very dusty during 
installation, or afterward.  Foil is best used facing down, or 
sideways.
