There are over 1100 references in 92 documents referencing wind or wind
design in the ASHRAE Handbooks.

A short list:

2001 ASHRAE Fundamentals Handbook
CHAPTER 16, AIRFLOW AROUND BUILDINGS
CHAPTER 26, VENTILATION AND INFILTRATION
CHAPTER 27, CLIMATIC DESIGN INFORMATION

2003 ASHRAE Applications Handbook
CHAPTER 44, BUILDING AIR INTAKE AND EXHAUST DESIGN
CHAPTER 54, SEISMIC AND WIND RESTRAINT DESIGN

L^2;

At the risk of stating the obvious, "good" would depend upon the type of

buildings that you are interested in, wouldn't it ?

The criteria would be different for 70 storey glass-clad towers than it

would be for a modest single-family dwelling.

And repeating the sin of obviousness again, a good place to evaluate the

suitablity of a reference for one's needs would be to go to the nearest

university library (a library that has an engineering faculty,
preferably
Civil), and peruse the offerings on the shelves.

They may not let you take the books home (assuming that you're not a
student) but at least you'll have gained some insights as to how
relevant
the contents are to your needs and you could either photocopy the
relevant
chapters or look for the title on Ebay/Amazon or request it through your

public library's interlibrary loan system.
ie No point ordering a case of cognac if a swig of beer will do.

Note:
One week from today, you will be required to submit a spreadsheet that
does the wind design and analysis for a small 4-storey, 40 unit co-op
residence, for evaluation and grading by a panel of enginoids on this
List.
