[Greenbuilding] Looking for Thermal Solar use in Government Buildings

I am looking for recent examples of Government Buildings that make use
of a thermal solar
array for heating air primarily, though it would heat domestic water
too. My county government
client is not comfortable with using solar on this former county jail
(soon to be an office building)
without seeing a similar system that works in a mid-Atlantic latitude.
Our proposed system would use solar thermal panels as our primary
source to heat a
5,000 gallon (or so) tank. Hot water heat exchanger coils would be run
to the six or
seven air handlers scattered about the building and the blower would
drive the heated
air to each room via ductwork. The backup source to maintain the
tank's temperature
would be a boiler that could run on bio-diesel.
Anyone know of a local, state or government or even office building
that makes use of
such a design?
Renovation of the building allows us to insulate some of the exterior
walls and all of the
second floor ceiling and roof. But other masonry walls can not be
insulated without
doing significant damage to the interior trim and wall finishes. The
building is two
stories with roughly 4,000 SF per floor.
