I don't know any reason to run any wires in conduit for cellulose.  All
the wires in my house are just run as romex or low voltage cable
directly in the walls.  If you want a more fire-resistant design,
conduit is a good idea, but it is dramatically more expensive and few
houses install it.  Some areas, like Chicago, require it in all
construction by code.
