[Greenbuilding] suggestions for outdoor wall?

It was mentioned that one of the criteria for the "wall" was that it had  
to be able to stop cars from entering the playground and mowing down the  
kids. (Sorry that I can't quote the message...can't access the archives  
yet.)

I had to wonder how realistic this was ?

Do motorists in Murrica really recklessly hurtle down city streets with  
wild abandon, hopping up onto the sidewalk and entering yards at will,  
mowing down unsuspecting pedestrians and people in their yards ...unless  
prevented from doing so by a substantial barricade ?

I suppose that explains the mentality behind the massive (PITA for the  
locals)fortifications surrounding the Murrican Embassy here in downtown  
Ottawa.

Here in Mooseland (or Ontario at least), typically the speed limits on  
vehicular thoroughfares adjacent to schoolyards and playgrounds is reduced  
to 40 kph (that's 25 mph in Murrican) or less and those limits are usually  
strictly enforced. That would seem to do much to reduce the child-mowing  
factor.

If a similar situation does not exist around the schoolyard in question,  
then the first thing that I'd do is get City Council to make the necessary  
changes.

Then, with the lowered speed limits, if there is still a risk of crazy  
motorists entering the playground, I'd look at installing bollards rather  
than a massive prison-like fence.

As a Green alternative to concrete or steel bollards, one could use  
massive monolithic boulders.
