That was my first assumption (but without the "stupid" part) in my initial  
posting,hence the (tongue-in-cheek) suggestion re: a high-voltage electric  
cattle fence until the greenery in a living wall took hold but Don  
responded saying that it was indeed a matter of keeping cars out as well.

Coincidentally, while glancing over the local newspaper after a late  
lunch, the first thing I saw was the following:

"...Van crashes through bus stop...  10 children injured "

At first I thought it was a local story and that I was going to have to  
eat my smug words about the relative civility of Canadian motorists but as  
it turns out, it happened in ... Murrica.

All right then.

Bollards or boulders it is  (interspersed in the shrubbery ... with  
electric cattle fence strung bewteen. Of course.)
