It might help to keep the floor warmer if you also place rigid foam
insulation on the exterior of as much of the footings as you can, or
"exulation"-- running the foam to a depth lower than the frost line in
your area.
The $1500 figure quoted for insulation seems way too high. Perhaps you
might do a price comparison with, say, 2 1/2" foil-covered Insulboard or
something similar? Place the foil side to the "warm" side, not to the
block side.
Replacing the existing floor, if you want to consider that, with a 3"
insulated slab will require about 4 yards of concrete (just over 3.77,
actually) and about 25 2 x 8 sheets of rigid foam insul. Gravel, Poly
sheeting, Tuck Tape, and rebar are also needed.
And a lot of shoveling... a skid steer loader will make short work of
that, though, once the existing concrete is broken up. Or cut, if it
contains rebar....
