[Greenbuilding] Global Warming and California

Apropos of this thread--the lead article in today's Wall Street Journal is
on the beneficial effects of working to achieve Kyoto protocol goals, in EC
countries in general, and Germany in particular.  Heavy industry and
utilities swapping carbon credits, implementing carbon efficient strategies,
and actually exceeded protocol milestones.  

But flashback to grim reality on the editorial page of the same issue--their
lead editorial bashes California for its carbon strategy.  

The mental disconnect is profound, no?
