[Greenbuilding] Window Condensation & Mold

I have a situation in Maine where perennial winter condensation inside
double-pane wooden Weathershield windows has generated what appears to
be a significant mold problem on mullions and sashes. One problem may
be that the windows were never finish coated with paint, thus the
factory primer may be more prone to mold growth. But I don't see the
condensation going away, and the mold has to a lesser extent grown on
finish painted windows.
I'd like suggestions both on reducing condensation and finish painting
the windows in a way that reduces the potential for growth.
