[Greenbuilding] PEX location in concrete slab

I am dong a job where we are installing PEX in a 4" concrete slab over 2" of XEPS.  One fellow mentioned we should have the PEX right on the XEPS foam and put the rebar over that.  He suggested wire "staples" to hold it in place.  It sounds like asking for a bit of trouble since the PEX has a little memory and energy so it could be a pain.  I was planning to tie the PEX to the rebar putting the PEX closer to the slab surface.  Does anyone have any preferences or advice?
