<There's a clever little dam optionally installed on the 
sill behind the window, and flashed integrally>

or, as we do, install a length of beveled siding or a run of (trimmed) wood
shingles flat on top of the rough sill (sloping down to the exterior),
before installing the flashing tape.  

The neat thing about the system is that it doesn't really rely on caulk, and
*presumes* the window is going to leak.  

It does however, rely on the flashing tape goo, which we assume will last as
long as the OSB, skinny nails, LVL glue, etc.
