Are these available for residential use? I've seen them in a
magazine or on-line somewhere, but can't remember where.

Well that's brilliant!
I've been musing over this whole water thing lately since I found out
that at our new house in town, we have a minimum water bill no matter
how much we use. My husband and I use very little water, much less
than average, so this ticks me off big time.
I have a feeling that by having a minimum bill, some residents will
use more water than they might otherwise. Sort of "I want to get my
money's worth" kind of attitude.
