The RETScreen series of spreadsheets <www.retscreen.net> use binning
to process their weather files.
They are also a free source of software for some purposes, green
building-wise..
Taking comfort instead of savings depends on how warm your house is
in the first place.
Brenda Boardman at the Environmental Change Institute in Oxford found
that poor people with cold houses prefer warmth to savings when she
first started studying "fuel poverty"

Do you recommend a software program for modeling energy conservation
and
production options for the performance of buildings?
I did find a source of bin data from ASHRAE. However it was going to
cost
me money. Therefore, I would like to survey my other options.
