I believe the European standards are here (with the values on page 13, 
or thereabouts). There have been some amendments made since this law 
passed in 1999 - usually to add additional restrictions, but I 
understandthat  the VOC standards have not changed. Perhaps those in 
Europe have more info. Also, I believe that the European standards are 
more stringent than here in the U.S.
