The difference is not the economic theory, but the demand curve. If
demand is high (i.e. if you aren't using all you want because of
price), than an increase in efficiency will bring an increase in use,
conversely if demand is low, efficiency will not increase use. The
theory handles both cases just fine.
Efficiency increases are driven by high demand.
