[Greenbuilding] "New" Photovoltaics?

I haven't been reading posts about solar, so apologies if this has 
come up recently. My sister has expressed interest in installing 
solar panels on her roof as one option but in looking into rebates in 
New Jersey, she said that they are less than they were a few years 
ago. Also, that the panels are expensive enough that the payback 
would be something in the range of 8 years.

My question is this: in the film Who Killed the Electric Car, there 
was a good deal of time spent with this inventor who had developed 
these seemingly cheap thin-film photovoltaics that could simply be 
laid down over an existing roof. Are these on the market? If so, 
anyone know the name?

Alternatively, she's thinking about a small windmill, since she's 
right on the bay and it's always windy. Any thoughts on manufacturers 
of small windmills (say, less than 20')?
