[Greenbuilding] [BULK] where in the USA to relocate?

The weather is great in California, and there are a lot of Green
building types, but cost of living is expensive, land is expensive, and
you tend to have to drive a long way to get anywhere. California can be
the most politically progressive area, yet paradoxically can produce
some of the most backwards legislation as well.  

Seattle is another great town, plenty of forward thinking people, but
also expensive to build in.  You can find a small humble bungalow on a
quarter-acre lot for a million bucks in Seattle, I'm not kidding.  

The Midwest where I live (Central Missouri) has some good weather and
some bad, some snow and some heat, but often mild and wonderful weather.
Cost of living is on the low end, cost of land is low.  I choose to live
near a college town (Columbia) which offers an island of culture and
progressive political thought in an otherwise conservative rural state.
Green building is slowly catching on here. 

North Carolina is an interesting area, weather is wonderful, the
Research Triangle area has interesting jobs, and it is near some world
class national parks, however land prices are rising there, as everyone
has figured this out. 

In much of the South, from Florida to Texas and Arizona, summers are
punishing, with high humidity near the gulf coast and punishing heat in
Arizona.  But some people like that sort of thing.  

Political conditions, IMHO, tend to be rather homogenous in the US, some
states slightly better or worse depending on your perspective, but
nowhere as dramatic as the shift between two countries.  You'll find
more concentrations of "Green" thinking anywhere there is a major
university.

Greetings.  My family is living outside the USA now, and we would like
to return and build our dream house, applying green building principles
as much as possible.  We can go anywhere.  My question is where in the
USA are economic, social, and political conditions most favorable?  I
think I'd like to begin by looking at locations where the government
offers high incentives, or where there is a high concentraion of green
owner-builders.  Any tips would be appreciated.
