Baltimore, Maryland is enjoying a nice urban rennaissance, prices are rising
but still moderate. Easy rail and road access to DC (great culture but
expensive) and Philly, New York, and the Northeast US. And it's on the
Chesapeake Bay (world's largest estuary) for water fun. Maryland is a
progressive state and quickly picking up green buiding credentials--it's
easier to find products and contractors. Last year the state passed the
country's most stringent power plant emissions law and this year will
probably pass California's LEV2 auto emissions program. Closer to DC,
Montgomery County last month became the US's first jurisdiction to require
LEED construction (DC passed it the following week) and subsidizes residents
to buy green power. But it's pricier.

Greetings. My family is living outside the USA now, and we would like to
return and build our dream house, applying green building principles as much
as possible. We can go anywhere. My question is where in the USA are
economic, social, and political conditions most favorable? I think I'd like
to begin by looking at locations where the government offers high
incentives, or where there is a high concentraion of green owner-builders.
Any tips would be appreciated.
