The pex only expands or contracts because the water is heating or cooling it. In order for concrete to crack I would think that much more than 45 psi (or whatever the water system is set to) is needed. So it is really absurd to think that a radiant heating system, if normally installed, will crack concrete. 

It also shows a real lack of comprehension of how systems interact...
