It makes no sense to live in Phoenix at all IMHO. The landscape is not
capable of supporting more then one human per ten square miles. A swamp
cooler uses like a quarter of the energy that a compressor uses, but
lots of water. So you can burn coal and help kill off Penguins, or
evaporate water and suck up the Ogalala Aquifer. Bad choices. Oh well,
he's not moving anywhere, so we have to keep him from dying of heat
stroke.

I was wondering if an ERV or HRV makes sense. They do make sense in a
tightly sealed building, but they are superfluous if the swamp cooler is
pumping in 2000 CFM of direct outside air. I need to find someone
familiar with local practices that can put a reality check on some of
these ideas.
Despite what I said about winter temperatures, it is 48F in Phoenix
today. I was thinking just throw in some cheap electric heat, but now
I'm thinking air-to-air heat pump, which works very well at those kinds
of temperatures.
