Yes, you can use the radiant barrier (which is just a mylar plastic film 
thing) to define the air barrier of the roof. Partly it comes down to 
insulation: if you're going to do blown foam, you'll need something to 
blow it against. If you use foam boards, you can get away without a deck 
PROBABLY: remember you've got to put something in there for racking 
forces, small steel let-in braces (sorry I forget the name) will do and 
install quick (single pass of a circular saw). But I think you already 
have a deck, so all this is moot?
