Some areas of the country have almost no naturally occurring radon. That is
probably why there isn't a nationwide policy for testing. If you live where
there isn't any radon, why test?

Indeed, you might rely on averages and be OK.  The radon map in the Central US follows closely the limit of old glaciated areas.  In the West YMMV.  In Northern Missouri, which was under the Wisconsin ice sheet, 1 in 5 houses test out of spec for Radon.  South of the Missouri river, the ratio is much lower, and that also happens to be unglaciated.  Maybe the ground up granite from the Laurentian shield is full of Radon?   
 
 
The only reason to test for Radon in a very low area, is if you are a buyer doing due diligence.
