Never seen anyone install used cellulose insulation, assuming it is
clean and (was always) dry, I don't see a problem.

Cellulose (new) is often cheaper than fiberglass. Check with your
local installers.

For many applications cellulose is superior to fiberglass. Worth it for
me, but I have been called an insulation nut. (see:

Depends entirely on your situation. Talk with your local installer or
give us more information about your situation (climate, house
construction, siting, etc.)
> Is settling and moisture retaining true?
Is what true? Cellulose does settle, to what degree depends on your
situation, and method of installing. Cellulose absorbs and releases
moisture. if it remains damp for prolonged periods it will not perform
as specced, and will likely rot. Getting wet is right out.

Yes. Floor boards over the cellulose (or fiberglass) are fine
(assuming the attic is designed for it).
