There is a listserve for people who work on lead issues called leadnet:
Leadnet-on at mail-list.com subscribes you to the list. That would be a
good place to post this question, and any other questions pertaining to
lead.
My guess would be that the mineral buildup could possibly mitigate
releases but that this will vary with the varying hardness of water and
water treatments from place to place, it might not be complete, it might
not be stable, and in general it would be pretty foolish to rely on
that!

I was at a yard sale today where there were lots and lots of old tools.
A plumber was buying old solder, saying, "this is the good stuff...real
lead".
I asked him if he knew lead was bad for you, and he said: "Yeah,
but it gets covered up with mineral deposits pretty quick."
Any truth to this?
