[Greenbuilding] bagged loose cellulose insulation?

Cellulose comes in densely packed bags, the machine and hoses fluff it 
up to the proper density. There is nothing stopping you from taking a 
bag, breaking it open (in the attic) and fluffing it up manually. Wears 
gloves, long sleeves, and a good dust mask. This would be fine for small 
areas where its not worth the expense of bringing in equipment.
